Incorporating Greenhouse Gas Emissions into the Collaborative Decision-Making Process

This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, presents background information on the role of GHG emissions in the transportation sector, a framework for conducting GHG analysis, and an overview of the tools, data requirements, and cost-effectiveness associated with various mitigation strategies. Eight case studies illustrate different scales and institutional contexts for GHG analyses. This report, in conjunction with the companion Practitioners Guide available on the TRB website, provides a structure to aid transportation officials in responding to GHG emissions issues.
